Private healthcare systems often balance profitability with access and quality. How can financial models in

emerging markets ensure long-term system resilience while maintaining affordability and equity?

Build resilient, affordable health financing by mixing public funding, progressive and earmarked taxes, government grants and private capital with defined roles and shared risk. Expand risk pooling through mandatory or subsidized social insurance, community schemes and reinsurance to protect against catastrophic costs. Incentivize value and quality via capitation and performance contracts while agreed standardizing prices by all parties. Target subsidies and sliding fees to protect low‐income groups without total free healthcare. Strengthen regulation, transparency and anti‐fraud measures at all levels.

Prioritize primary care, prevention and digital data systems for better purchasing and monitoring. Create contingency reserves and public–private partnerships with equity clauses. Continuously monitor and adapt policies over time including revising doctors fees.
